What needs to be done to get google adscence approved?

Hey! Made a website - bulletin board (desktop).
I want to place ads on it from Google, I apply. I add blocks. But Google doesn't approve. Says there isn't enough content. What can be added to approve? Most of the content is generated via jquery. But some of the content is in index.php. Website:

It feels like you are just sowing a link to your resource, a kind of disguised spam.
Let me explain: I go to the "website", click on the first section-picture and see the inscription "nothing - to the table of contents", click on the second - the same thing.
What to do? At a minimum, start adding ads, should this be a "bulletin board"? So far, the site is not.
