What must be specified when creating a cloud?

Hello.
I create a cloud storage of music / video / photos for public access (do not ask why I need this). And it became interesting if the user uploads a file with copyright there, for example, some song ... Will there be claims against me? It's just that in the UKRF there a lot of things are given for this ... How to correctly formulate the "agreement" that I have nothing to do with if the user uploads something with copyright? And do I have to remove it? After all, and here I am ... The user what he wants - then he stores.
For example, in the same Telegram there are no contracts at all ... But at the same time there is a cloud there. It turns out that Durov takes all the responsibility? Kind of weird.

The contract for the storage is concluded in your name, there are no other participants in it.
plus, as the owner of the service, you are fully responsible for this service.
this is the simplest legal action, everything else will have to be handled in court.

If it's just copyright - usually everything is much simpler. You will receive a request from the copyright holder or from the competent authorities (not necessarily the prosecutor's office) to remove specific material. For example, books by Daria Dontsova. You will be required to remove these materials within the specified time period, otherwise there will be litigation, etc. etc.
Everything is more complicated with extremist materials and others like them. In theory, a request usually comes from the authorities to remove these materials, and sometimes with a requirement to give out the ip and other data of the user who uploaded the material. But they can do business right away. Therefore, it is better for you to check everything that your users post for free access. Or hire moderators.
