What module to generate python maps to use?

Development in PyQt5 for Android is planned. Which module should be used to generate terrain maps based on real terrain? Preferably with the ability to apply clickable labels and interactivity.
I'm considering Folium as an option, but I'm not sure that it will be possible to properly implement it in PyQt.

PS If you have any suggestions for the environment, then write. I'm limited to just python right now.
