What minimum resources are needed to start outsourcing to small and medium-sized businesses in the CIS and the West?

Hi all !
I would be grateful to everyone for the answers to the following: I
worked for several years in a web product company and a small web studio. He was engaged in attracting customers and developing relationships with them, partly in marketing.
In the future, I want to open a small company for the development, integration, customization and support of software, web and mobile (maybe something else) for small and medium-sized businesses in the CIS and the West.
Basically 3 questions:

  1. What is the minimum number of people needed and what skills do they need to start the above activity?
  2. Given the small number of people at the start, what projects can be carried out?
  3. Perhaps someone knows blogs, resources, useful articles on opening the above activities (I used the search, but I would be grateful for additional information)?

Sorry, but some mutually exclusive paragraphs.
To get started - you must be able to find and attract a client in order to sign a contract and receive money.
Everything else is needed to keep the client, to get more money, to get more clients later.

If not, look for a successful office, work in it, then copy it

The bare minimum is you (advertising/customer search) and IT. You find an order, they implement it. The rest is understood and hired in the process: lawyer, accountant, project manager.
There is a saying - 1 to those who came up with, 10 - to those who implemented, 100 - to those who sold.
I'm waiting for your answer in a personal (see comments on the question) - I have a plan in the same area, I'm just looking for a person like you (I myself am more technical)
