What microcontroller will be enough for character recognition?

I'm going to do a project on character recognition from a touch screen, tell me developing board. Arduino immediately disappears due to low performance. I think to do on cortex-M3 or cortex-M4. There are just too many different modules .. Maybe someone can advise some specific ones, and a touch lcd for it. Maybe as an option lpc1768
