Messenger for notifications is a strange idea (and more like pathos).
There are standard options:
1. SMS - prompt notification,
2. MAIL (E-mail) - NOT prompt notification.
If a company needs operational mobile communication: then an IM server is installed and its own corporate client is selected for it (+ the regulatory documents of the duties of all employees change). In addition to your own XMPP server (jabberd, openfire), you can also use any public protocol (Telegram, etc.) that has an open API to create your own client (or bot),
in "connection" with your client! and an encryption/decryption algorithm for correct messaging.
PS: You can develop your own mail client that can work via the IMAP protocol with the mail server of the office and require all sent notifications (mail messages with short text) to require a confirmation of reading, which, after opening the message for viewing, will be automatically sent by the mobile client to the mail server .
