What makes Chrome take a long time to open a website?

My situation. There is a terminal server, Windows 2012 R2, it has several browsers installed. There is a website zakupki.gov.ru/. So, when you enter from the terminal, without proxies, in any browser, this site loads for a very long time up to 30 seconds. From a regular computer, the site is loaded as usual. All other sites open without a glitch, quickly . In Chrome Dev Tools, a bunch of resources have a very long Timing, namely, a large time of Stalled and or Initial Connection lasting seconds ..... What could be the matter. Broke his head. Maybe someone has already experienced this. And the best way to explain to the boss what the problem is.
