We are considering the option of implementing skype for business. It is not entirely clear how to prohibit exiting the program.

Don't ban at all.
Track the difference between a PC that is on, Lync Server availability, and SkypeFB presence. If the PC is on but SFB is not running, restart it as user once a minute

Write a service that monitors the Skype process and sends notifications, even on the same python. But in general , Igorjan is right. Instructions should be for users!
