What mail services did not transfer servers to the territory of the Russian Federation?

Hey!
As you know, not so long ago the so-called "Yarovaya Package" was adopted, which provides for the storage and processing of personalized user data by companies. In this regard, in order to organize the security of foreign citizens, I am looking for mail services that operate outside the jurisdiction of the Russian Federation and do not have servers in Russia.

Wrong question. It would be necessary "what postal services do not cooperate with the repressive authorities of the Russian Federation?".
The answer is contrary - they do not include mail.ru, yandex, rambler, google, microsoft (outlook, hotmail, yahoo).
Of the large public ones, there is still GMX in its various incarnations, which, as far as I know, does not leak information on the first whistle, and does not have servers and representative offices in the country.
