Install only modern operating systems like Ubuntu 17.10 (Ubuntu 14.04 has an ancient graphics stack, there have been revolutionary changes over the past 3 years), which OS does not really matter.
But the browser with such a processor will slow down very much. At what any modern browser with any OS.

Lubuntu 16.04 will work great!

For weak machines: Xubuntu and Lubuntu.
Use Chromium or the latest Firefox as your browser.

I have a laptop with about the same characteristics, ubuntu flies (unlike Windows). But if I use Google Chrome, then it doesn’t slow down a little.

On Acer Aspire One I experimented somehow with different OS and DE. Settled now on Debian Jessie with XFCE + LightDE. LXDE did not work either, it slowed down, like KDE with Gnome. Popular browsers slow down. Refused Firefox (more precisely, Iceweasel), I use Midori.
