Here is a resource with files. Users have access, because it is necessary for work. There are heaps of options to track files sent via email, but almost all of them are stupid, a little modification is enough to avoid the alarm. Flash drives are allowed to many, as they are also needed.
Is there some software that monitors, for example, an excessively large number of file requests? After all, the user rarely needs to open more than 10 files per minute.

I would look towards the correct distribution of rights and access to the appropriate resources. Everything that is secret should be in a separate grid at all (usually the FSB also inspects it, in my practice this happened).
