What libraries are needed to develop a business game in C++?

My task is to make a game that develops the skill of managing an enterprise. That is, in fact, any business game.
Since this is a business game, then it does not need any graphics, like SFML.
I have an idea and logic how it should work:
There is a production that produces goods at any speed, there is a warehouse, as well as a sales market. Speed, quality, stock size I will be on my own. Indeed, in fact, all that is required of me is to regulate by adding or subtracting.
But I don’t know which libraries to use, whether Windows Form is enough to implement such an idea. After all, in fact, you need a background, a main menu and just a process, with the implementation of time (I also don’t know how to do the time yet).

No. If you want to make an interesting game entirely from scratch, and get it to the public, then much more is required of you.

Apparently you don't know C++. Therefore, I suggest starting to learn C# and Unity.
Arguments: 1) rather low entry threshold; 2) then knowledge will be useful for more complex games and not only.
