Therefore, we would like to perceive the result of the command execution with our ears. At this stage, the plan is as follows: in the code itself, write down all possible voice commands and the answers to them (for example, find out the weather). Asked - Got an answer.
Next, we will try to turn it into a smart home.
The question is in what language is it more convenient, easier and more productive to do this using voice services (recognition and generation)?

That's only if you have not dealt with DSP, it will be hard. It will be easier to implement this using some APIs, such as Google Speech .
