What language/framework to choose for the web-interface of the server?

Good day, there was a desire for a home server to write a self-made "web-muzzle" what language / framework allows the web-interface to "communicate with the system".
e.g. send commands to add/remove packages.

do not waste your time, join the open source community and improve existing ones so that you and others benefit. Your self-writing will be miserable since most admins have already spent millions of labor hours, the likelihood of your ingenious art in the amount of 300 labor hours is extremely doubtful.
Take ispconfig3 open source well documented bugtrack forum wide functionality (ispmanager is better)
webmini - this is where your desire to pee will come in handy.
