What language can be used to write AI?

Any NP-complete (having Turing completeness). Because any algorithm can be described in such a language.

It depends on what to call AI. To implement the most fashionable ML algorithms, Julia is best suited. For more classical (expert systems, inductive logic programming) classic Prolog remains, although it makes sense to try something functional - Haskell, F#, OCaml, Scala.
