What kind of work do ad campaign customizers do?

I constantly see projects like "set up YAN/Adwords". Can anyone enlighten what kind of work is there that the customer himself cannot perform?

Experienced affiliate marketers know what text to use in advertising to get more clicks, and the more clicks, the lower the cost per click.
You also need to know which keywords to use and which to block.
And then optimize the company, see which phrases get more clicks, where is the conversion, set the optimal cost per click.
There is a lot of work there.

None of the ones that the customer can do on their own, spending a day reading the directive help and a couple of days setting it up. If a person is not quite a deer, he will be able to set up ads in the same way, well, maybe a directologist will save 100 rubles by asking 10 thousand for work (and even if he understands the customer’s industry). It makes sense to hire them only if three days of your time are worth more than you pay this very advertiser, or if you are not completely ignorant of the computer. If the advertising niche is overheated, no directologist will set up ads for you at an affordable price, there are no such magic pills. If there is no strong advertising on this topic in the region, money can be drained only intentionally, or without having studied the docks of Yandex and Google.

Theoretically, the customer, if desired, can do everything himself. And learn HTML and set up Direct. Only in most cases he is just busy with his work. Or he's the kind who pays to "customize your android in the store when you buy it".
It takes quite a lot of time to set up contextual advertising, even though some of the work is automated. Collect key phrases, group them, write normal ads with additional links, possibly different contact details, mobile ads, etc. Then the game begins with statistics that are not obvious at first glance minus words, disabling or adding phrases and additional settings to increase campaign performance.
And all this again for the second system.
