What kind of strange devices are installed on houses in Moscow?

Please advise. Recently I began to notice strange devices on houses in Moscow.
Usually these devices are installed on the middle floors.

Golden (Beeline) WiFi transmitters.
Inside a Nortel Wireless Access Point 7220 or 7215.
Nortel Wireless AP 7220 with a branded bracket:
In Golden they are called: "Bragin's bump" in honor of the head of the ROL services department (which also belongs to GT) Dmitry Bragin, who oversees GT WiFi. The inhabitants call them lanterns, pears and beehives.
There is information that the total power of this bump is 1800mW. For comparison, the power of a home access point does not exceed 100mW. And the radiation of this equipment is 18 (!!!) times greater than the maximum allowable radiation for access points imported into Russia.

Antennas are similar to Wi-Fi or femtocell, I think one of them.
