What kind of PC to build for Linux?
I can figure out what you need for games, etc., but it's all fat and I understand that it won't be used because the computer will be working

As fast as possible within the available budget, the mother and memory are suitable, and ssd to taste.
There are no specifics for linux, except that it is better not to use video cards from AMD, compared to Windows.
Integrated graphics from intel and external graphics from Nvidia work well, and here the choice is determined by the need for a powerful video card.

I have a macbook pro, I installed vmware fusion there and run any distributions. I rent working servers in the cloud, for example, on digital ocean and mail.ru. At work, 100 intel nuc6 clients with celerons on board, booting over the network, connect to a cluster of Linux machines. Everywhere debian8/9. There are no performance issues anywhere!
From personal experience - it's better to buy ready-made, first making sure that it boots (you can quickly check it from a bootable flash drive), everything works fine and exactly as you need.
Drivers for the latest hardware are often simply not available. In part, it is for the better - the cars of the penultimate generations come out noticeably cheaper, and the performance is not far from the top ones.
In part, I agree with Boris Syomov - Linux has no special specifics. The only thing is that you should not take the most recent iron - it may stupidly not have firewood on it. This is especially true vidyuhi, doubly especially - Nvidia. At work they changed the car, put the usual medium vidyuhi - but on the newest chipset - and it is not supported by nouveau! Only branded firewood from nvidia. And branded firewood from nvidia has such a mysterious feature - they have a pro ... and a console :) I don’t know why, but instead of a console, they only show the start screen with the initrd boot inscription
If you plan to engage in virtualization, then you need the memory accordingly, if you want to practice forwarding the vidyuhi (bonuses are a virtual Windows in which you can play or install a photo-ass) - take the vidyuhi not nvidia, but ATI. It has already been said about hdd / ssd - for archives, hdd will also work for work data - after all, ssds are still a little expensive. Of course, hdd will die off after a while - just like flops, magneto-optics, dvd died - but smoking rooms are still alive :)
