What kind of laboratory work to give students on information security?

Hello.
Problem: I was asked to teach information security classes at the university, however:
1) There is no work program.
2) They are economists by profession and have nothing to do with IT.
3) Lectures are not provided.
4) The worst thing: classes are not held in computer classrooms.
