What is your gamedev control scheme?

Having got acquainted closer with the companies that produce games, I got the impression that they are arranged in much the same way as any other company that produces piece products (for example, builds a house). Project manager - and everyone else lines up under him. I also saw companies that declared “not adhering to” strict schemes, in my opinion this is a banal matriarchy that inevitably leads to employee frustration, but they know better. I think gamedev is closer to the entertainment industry, in particular to the cinema, where there is a producer, director, screenwriter, and all this gives a tremendous effect.
I ask this question (below) because it seems to me that the Games industry is very similar (and games too). And it would be much more diverse if game scripts were bought (you can even organize such a service). The director would be in charge of submitting the script...etc. etc.

1. Management schemes introduced in your companies
2. Which scheme would you like to participate in?
3. Are such experiments generally interesting? Or what's the difference from what it's called, they beat the same way (give a gingerbread)?

Ordinary programmers would like to participate in a scheme where they are paid good money and set adequate tasks.
A producer or sponsor would like to participate in a scheme where he pays for development, and it "takes off", making a profit.
The project manager would like to participate in a scheme in which there is a normal producer, normal programmers, and he himself has adequate ideas, good experience and is able to organize the creation of such a project.
EVERYTHING ELSE is trifles.

What a one-sided idea of ​​​​games ... Scenarios, you know, let's buy. I would like to look at a Tetris scenario for example, or, say, some 2048.
