What is XML Parsing Error: no root element found?

During an ip-telephony session in a cozy VK, a window appears that lies on top of the entire system. The window disappears at the end of the conversation. The window won't close. Does it show up as a system process? I didn't check. Here I have little faith in finding a solution, but the situation is funny

By the way, after rebooting the PC it does not appear anymore :)
