What is wrong with TinyMCE, and specifically with the creation of lists?

Has everyone used TinyMCE? Previously, everything was normal, but now there are glitches when creating lists. Here is the picture:
I explain: after selection, press the button for generating numbered / unnumbered lists, which are located on the panel - the final list is mixed. And in different browsers it mixes differently (checked in chrome and 10 donkey). But if you click on the list formation button and call the drop-down menu, and then select any other type of list from those offered, then everything is fine.

And the second question: calling the context menu of the editor does not block the call of the context menu of the browser.
Is this a bug or what?
