What is wrong with setting up Cron?

Cron 1 - works, but then I set the 2nd cron in which I say - sleep for 30 seconds and then make a request that does not happen .. where cant?)

Because someone does not know how to use the console at all and does not understand what the command should be:
sleep 30 && wget ......
