What is written here (encoding)?

I got a txt file with a fierce encoding. A small excerpt: 6662603c70c34673831af6d4acf48c3a.jpg. I inserted the image on purpose, because form distorts the original text. As you can see, after the kryakozyabr there is a completely readable text mentioning adobe and its products. The first question is why one part of the text is displayed adequately, while the other is not. Question two: how to recognize it? I am attaching the complete file:

It's not a TXT file, it's a PNG.

determine the encoding (option load from file) try. if it's text format of course. It hurts a lot of control characters and the rtf namespace from adobe.com suggests that this is not *txt format
