What is WebPI?
Who used / uses the Microsoft Web Platform Installer , what kind of "beast", and is it worth attention, is it relevant today.
PS Is it suitable for learning to program, and will it help to replace OpenServer, will it be able to switch PHP or Python to different versions, if so, how is it done then?

I used it a year ago, it seemed to me just a directory of .msi installers with auto configuration.
It is unlikely to replace Open Server, it seems to me that WebPI is a little different
The question is not very clear
: "Is PS suitable for teaching programming, and will it help to replace OpenServer?"
What are you learning?
You need to understand that all these open servers, webpi are just a convenient shell for installing specific tools, which, in principle, can be installed separately by downloading the necessary components.
Therefore, if you take some kind of universal installer - no one knows whether you need python for learning, or php for learning - you actually are going to learn what - then install it.
