How to enable the Aero effect in Google Cloud?

Connection via RDP.
In the RDP settings, all options are enabled (the Internet is good).
I tried to enable any Aero theme, but at the bottom it says "One or more of the themes has been disabled by Remote Desktop Connection settings".
In the Server Manager settings, I went to features, and enabled the Desktop Experience option.
I clicked apply and restarted the server.
But still couldn't choose a topic.
