What is used in the development of desktop UI?

In the world of web applications, a lot of theory has already been written about responsive design, adaptive layout, etc. It is quite easy and fast to design an interface knowing HTML, CSS.
But what do C ++, Java developers do when they want to write an application for the desktop, is there an equally easy alternative in the form of the stack on which it is so easy to write UI for the web?

Making UI for desktop applications is not more difficult than for mobile or Web, and if there are no design requirements, then it is much easier, easier and faster, thanks to Borland for Delphi and Microsoft for C # which is a development of Delphi, but in Java and C ++ to do it and difficult, and not very good at it, retribution for cross-platform and open source.
