It all depends on the direction of your site and this work is definitely not a coder.
You can do it qualitatively , but with shortcomings, or vice versa. Usually, UX/UI means placement of elements and blocks for CONVENIENT use and only THEN - design.
Of course, this is not the work of a designer or a coder, but a UX / UI specialist who clearly understands the work of the human brain, the direction of gaze in time, the perception of color, images, etc. and can make a high-quality "integration" of a website page (or other interface) with human perception at an intuitive level.
UX is about defining a business goal, and designing solution by using research, planning, prototyping, usability testing ->research, planning, prototyping, usability testing.
UI is about "drawing" interface in a nice way that will enhance experience and improve overall UX, match branding requirements.
Front end dev. is about codding - developing software (client side) that will behave/interact in the way UX designer designed and look like UI designer has drawn.
UX - the correct arrangement of interface elements (application, website, etc.) and the selection of their design (optional) to achieve maximum user involvement in the site in order to get clicks on the elements that the site owner needs.
Skills: Cognitive psychology, color theory, the ability to collect data on the audience and understand the needs of it.
Task: "Tell the story" of the site (cheat. - Guide the user through all the necessary buttons and text blocks); Arrange and select Call-to-Action; Don't make the user think; Maximize registrations/product purchases/positive experiences.

About the designer - a difficult question. Large companies have a separate UX/UI (or consulting) one. In small ones, the edges are often erased and one person does all the work. In freelancing, such a "Jack of all Trades" is in the order of things. Sometimes Front-End Dev also does this (depending on the freelancer and the client's requirements, although the front-end developer is not required).
