What is this strange activity in the apache logs?

I noticed strange activity in the apache2 logs, someone is constantly trying to access the site at a non-existent URL /8/, with a frequency of 1-2, or even 5 seconds, from different IP addresses. There is no site as such, just a stub with one index.html. Can anyone come across this, what could it be?

The Internet is full of robots, and no one knows what is in their silicone brains. If not too lazy, master Fail2Ban and block them. Or hammer
