It's not about "on what".
It's all about "how it's done".
There are many alternative ways and alternative technologies to do this.
Their number is measured, I believe, at least in the hundreds, and even tens of thousands....
Therefore, what exactly this site is based on is not important.
For in the open form this solution does not lie anywhere and you cannot just use it.
You can make your own or find at least some similarity (which will be far from the one you are interested in and only remotely resemble it).
In this case, the similarity will be either worse or better.
Google for example:
If you don't know how to program, but with a computer on you.
If you know how to program - then, as already written - a specific tool is not important.
Any general-purpose programming language + DBMS + web server - and, voila, in a couple of weeks - six months (depending on the goal and qualifications) you already have the same platform.
Specifically, according to Steam, the question remains open, here I do not know.
If you want a marketplace specifically for things from Steam, then you first need to find out if Steam has an API that allows you to carry out such operations from outside Steam.
And will they give you access to this API.
