What is this nonsense with profile statistics and jss on upwork?

How can this be:
1) jss has not changed for 3 months, in general. He is very low. Despite the fact that I have one open contract, which I have been working on for several months. Bad reviews, couple and private, were about 2 years ago.
2) Number of weeks eligible for Top Rated - as it was 2, so 2 is left. It's been about 4 months already. Despite the fact that jss has been below 90% for all these 4 months
3) And here is the coolest thing: earning for last 12 months - has not changed for about half a year! Generally. That is, according to a 12-month window, my earnings up to a dollar (!) are always the same.
Question: is there something wrong with me, or is they writing spaghetti code in Upwork? Or maybe they show some static data there?

1) It shouldn’t change, it needs long-term contracts with regular payments + closed projects with good reviews to change.
2) when it will be above 90% then the weeks will start to grow
3) very strange, do you definitely receive payments? This metric is updated every Wednesday
