What is this error (wp-cli Config not found: migrations)?

Hello. Help me to understand.

I work on a local server. Installed wp-cli.
Gives an error message

$ wp db prefix
Error: Config not found: migrations


I'm running in the folder where WordPress is installed. The wp-congig.php file is definitely there. I even tried to slip the config file from another site, the same error.

On other local sites it works without errors

Googling turned up nothing for this error.
I even tried downloading the wp-cli source code from git-a and searching through the files to find an error. Nothing too.

Maybe someone has come across this. Tell me which way to dig.
