Everything is very simple. With the advent of the FreeBSD10 version, the package manager has changed ( muff.kiev.ua/content/pkgng-zamena-shtatnogo-paketn... ), so since September 2014 (approximately) there have been problems with installation from ports, including. My advice to you, use the 10th version of the system and it will be easier for you ... (everything is installed without a hitch)
As for the availability of Windows from Free, it is obviously necessary to disable the firewall on Windows.

Looks like /usr/ports doesn't match the contents of /usr/share/mk. HEAD ports and OS is 8.2-RELEASE
Disable or properly configure firewall in XP
