What is the visual shell of applications made on?

There is a parser written in python, you need a graphical shell. But I don't really like tkinter, it doesn't look like applications would be written on it. What they are written on, such as steam, skype, discord. I googled, like, on Jave. And now I have to redo everything and learn java? And under android / ios on what?
