What is the utility for managing server ip addresses?

Hello. There is a VPS with Ubuntu 16.04 on board. How can I quickly bind/unbind an IPv4/IPv6 address from a server's network interface without editing /etc/network/interfaces ?
Binding:
ipscript link 192.168.1.34 eth0
Binding:
ipscript unlink 192.168.1.34 eth0
Something like a python or bash utility. Is there such a thing?
