What libraries, frameworks, additional technologies do you need to learn if you want to make desktop programs of varying complexity under Windows? C # / .net is a priority, but it is also interesting to hear about other languages.

Native stuff: WPF/UWP/Xamarin.Forms
Additionally, it will be useful to study ReactiveUI , Avalonia and libraries for MVVM. Well, look at all sorts of Windows Community Toolkit and MahApps.Metro .
