What is the reason for the response delay in the control in games, with a large, unlimited FPS?

For example, such a delay appears during vertical synchronization. Well, in my game it gives out 120 fps and there is a small delay, but if you set a limit of 60 fps, then the delay disappears completely. Why is this happening? If buffering is disabled, then there should be no delay? Maybe there is some explanation?

Delay between what and what? Are you confusing fps and response time?

The question is not formulated clearly, specify two specific cases, what settings, and what differences you observe.
With vertical, your video card starts working in a different mode - the frame is placed in the buffer and the video card does not start rendering until the monitor picks up this frame. When the frame has left, the rendering of the new one starts. That is, the frame is always late, and you feel out of sync.
As for the rest, it is not clear, clarification is required.
And it's not "system administration"
