What is the reason for the division into cores and processors when licensing Windows Server?

I figured out how to properly license Windows Server, but I can’t understand what is the reason for the division into cores and processors when licensing Windows Server. And at Microsoft'a it is not specified anywhere.
Explain, please.

Apparently, it is more profitable to sell licenses for cores than for processors ("modern processors went too" multi-core)

All marketing. in 2012 Windows had no restrictions on the Hypervisor, then it was introduced. There were no divisions into processors, they introduced it again, they just figured out how to monetize it.
