None of the major mail providers has a rate limit for external mail. Your ability to send big mailings depends on the accumulated reputation of your IP addresses, domains, DKIM signatures, and so on. It will not work to take a database with emails and launch a mailing list on it. If you haven’t sent mailouts before, you don’t have an accumulated reputation, you won’t be able to make a large mailing list, because a new service cannot suddenly and legally have a large number of subscribers.
In situations where it is necessary, for example, to transfer a long-existing ESP mailing list to your resources - transfer it gradually - this is called "warming up". Warming up allows you to accumulate reputation. Try to make your mailing list contain as much authentication information as possible - PTRs, DKIMs, SPF, DMARC, so that different entities "warm up", and that the mailing list contains as little garbage as possible. If you send something bad, of course, you will not be able to accumulate a reputation.
