What is the purpose of the upload/ directory?

All pictures and template files are stored in the directory of the template itself.. it seems to me that upload/ is needed only for files added to elements (for example, to a catalog element).. but I don’t know for sure, tell me :)

let's think... we have a name "upload". Even if for some reason you do not know how this word is translated, just look in the dictionary:
upload - upload
output - this is a directory for storing files uploaded by users. Pictures for posts, avatars, attached files ... in a word, everything that users can upload.
