What is the purpose of a DVI-D to VGA adapter?

What is the point of using a DVI-D to VGA adapter? It does not convert a digital signal to analog, there is a converter for this.
When can an adapter be used?

DVI-D - VGA = this is a scam
DVI-D = this is a digital
VGA = analogue RGB

Such as in the picture DVI - x.z. But if there are four more pins around the flat pin on the left, then DVI also has analog duplication of the signal. And they use it.
