Why do devices and connect via usb hub slow down?

There is a fully working usb hub with an external power supply. When connecting it to a PC along with connecting to the hub with a mouse, keyboard, there are no problems. But when connected to my laptop, the keyboard and mouse start to fail and there is a terrible delay of 5-6 seconds. How to fix it?
