What is the problem with PC?

There is a PC - it has a gigabyte B360M D2V motherboard and a 5th generation Intel Core i5 processor, a GForce GTX 650 video card (it was just in stock) 1Gb. Two storage media - one Transcend 120Gb SATA 3 SSD, another SEAGATE Barracuda 1 TB SATA 3 HDD. There is a problem with the PC - when the UEFI BIOS splash screen appears, everything seems to be normal, from the moment Windows starts up until the desktop picture appears, the cooler stops working on the processor, video card, and the blown cooler of the rear panel, the HDD completely stops working (the OS is on the SSD, everything is OK with it). Also, at any involuntary moment of PC operation, the HDD may stop working.
What could be the problem and how to fix it?! Help me please!

from the moment Windows starts up until the desktop picture appears, the coolers on the processor, video card, and the blown cooler on the back panel stop workingThis is quite normal computer behavior, the power management system is working.
Also, at any involuntary moment of PC operation, the HDD may stop working.Check SMART HDD, data and power cable. There may be problems with the power supply.
If the power supply is fully functional, then the problem is in ACPI, possibly in the BIOS firmware or other hardware malfunction. Random power failures disrupt the stable operation of devices.
Swap the power supply with a known good one. And reset biosa settings to default.
Try to update the driver of the chip, and then the BIOS, if it doesn’t help, and if everything is fine, then there is a problem in the system, if the boot is relatively long from the system boot and the black screen without a boot circle, then windows could erroneously evaluate the system and there may be errors related to the system , there may be disconnections from this, go to the device manager, if everything is fine there, then the setting in the BIOS can. If it does not help, we will refund the fee under warranty.
I agree with Artem, there is little information regarding the HDD, on coolers, if the coolers connected from the power supply are restarted, this is a problem (change the power supply), if from the mother, then it should be so !!!
