What is the problem with OVPN Mikrotik - Mikrotik?

There are Mikrotik's RB-751U-2HnD (Communication Formula provider) + RBmAP2n (Green Dot) + RB951-2n (Green Dot). 1 point - test, 2nd - as it should be.
1. I configure OVPN Server on RB-751U-2HnD (1), RBmAP2n (2) - Client, ping to the internal network 1 goes, 2 does not, but it's not really important.
2. But when I do it the other way around, i.e. RBmAP2n(1) - Server, RB-751U-2HnD(2) - Client, then the ping goes only from Mikrotik(2) itself, there is no ping from the machines to the server. Although if I do connect with RB951-2n (3), then the pings go.
Could the problem be that the providers are different? (Although at the same time it works according to the first scheme) I configured it
