What is the problem with dynamic IPs on Rostelecom's PPPoE?

Hello dear!
Rostelecom, when connected via PPPoE, issues an honest dynamic address. We successfully use this feature together with dynamic DNS for remote access to Mikrotik. However, problems have recently begun - dynamic DNS, when reconnecting PPPoE on the router, periodically determines IPs from other regions and they do not ping. It was noticed that the problem appears if the Local adress in the status of the PPPoE connection differs from the real external address, that is, from the one that is determined, for example, by any service, such as yoip.ru, and, accordingly, from which the requests come in Internet.
It looks something like this:

And requests to the Internet come from a completely different address.
(In fact, we found out that the 109.0.0.0/8 network is just "normal", our region, Local address and real IP are the same with it, and it is thanks to this that I now have access to the router. Most other networks are "bad"). At first they tried to reconnect , waiting for the issuance of a "good" network, but now there are more and more such networks.
What is it - the end of a wonderful feature due to some innovations of Rostelecom, or is it possible to solve the problem on your own?

I think the answer is banal - they save addresses and transfer clients behind NAT.

Look in the contract - do you have a real address according to the documents. If not, buy. If there is, demand compliance. The main thing is to clearly understand what is "static / dynamic" and "real / gray", otherwise they sometimes sell one under the guise of the other.
There are only 4 gray networks, it is easy to substitute a crutch from the script, but if the provider has serious plans for NAT, then you will achieve results only by administrative means.

They begin to attract clients, because ran out of addresses, some clients began to shove right behind the double nat, so even dyndns no longer works, remote access in the absence of a white ip was solved with a crutch - L2TP tunnels from clients to their server with monitoring.
