What is the point of a vpn server on a router?

I thought about what I want vpn for myself (torrents via 4G, online video and #all this). The router has the ability to connect to a third-party vpn server (service), and it is possible to raise your own. So it’s clear with an outsider - in order to bypass the restrictions of torrents or Roskomnadzor.
But why own on the router? After all, the connection will still go to a specific address, which can be blocked.

VPN - was invented not to "bypass the restrictions of torrents or Roskomnadzor." VPN is needed so that the remote PC is on your local network by connecting via the Internet. For example, a NAS (Network Attached Storage) with movies can be connected to your router. Access to the NAS only for computers from your local area (those that are connected to your router). You set up a VPN on the router, give me access data, I connect to your router and find myself on your local network, thereby gaining access to the NAS.
