As I understood from the question, it is this person who generates the profit. The site is just a tool.
Therefore, he can simply hire the first one on a rate, and not on a percentage of the profits.
Moreover, updating product databases can be done automatically or through a convenient gui and get rid of the first one altogether, sometimes hiring freelancers for some improvements.

Depends on many factors.
If the second person does not have the money to hire a developer, he is unlikely to have the relevant experience and it may turn out that the developer is making a website, but there will be no clients.
For example, you can evaluate it like this. The first evaluates the average cost in the market for such work, the second says how much money he allocates for advertising. From this ratio, decide the shares.
