What is the optimal hardware in terms of price / performance ratio for an office computer?

What it should handle: video recording from 2 ip cameras + 2 monitors + a browser with thirty tabs + other office programs. All this should work simultaneously, preferably without hanging. At the same time, I would like to spend as little as possible. I am not strong in the selection of iron, so I will be glad to any advice.

all the software that you described will normally work on x64 system?
if yes, then I would take the following config:
Core i5 (3 or 4 generations) with a frequency of 2.4
Memory 8 gigs (a kit of 4 gigs x 2)
External video card with a price tag of 2500-3000 rubles (on integrated video quality with 2 monitors is a game in roulette)
But the disks, their capacity and number depends on how deep the video archive is.
And yet I really want to know why a browser with 30 tabs :) and in general, what is the budget for a car, at least approximate.

Haswell Celeron/Pentium or Atom J1900 ( here are the motherboards with these processors inside right away, just check there just in case - the filter is buggy)
A lot of memory (obviously 8 or more).
SSD (+ second hdd if you need a lot of space)
The rest is up to taste. On such hardware, you can get a very, very nimble machine for 8-10 thousand.
