Assembly was mentioned here, but even so, the oldest is machine codes. Asm compiles into them.

But it was not implemented.
It depends on what to count jap. I would generally say that the first jap is a way of programming the Antikythera Mechanism, or even ways of interacting with the first living organisms several billion years ago. When a virus invades a cell, it changes its programming code to make copies of itself. Then jap is the first way to code for proteins (if we are talking about this solar system).
