What is the network address of telegram?
In our office, the network is managed by the administrator and social networks are blocked. But Telegram desktop works (web telegram does not work the same way). How is this possible? Or does the desktop version use a different network? I have a python parser and when I check the script it does not connect to telegrams. How to use the network of the desktop version of the cart to work with the script? I hope you understand the essence of the issue.

Npd is usually blocked on the cart site to look where the desktop client is accessing
Why run the parser on the rpbot? Or is it a job
Most likely your network administrator blocked *.telegram.org. The desktop version of telegram accesses the IP directly without the Host header, which is why it works.
Of the solutions - VPN (proxies will not help, since it is the domain that is banned)
